A Less Ethnocentric View of Violence in Mexico

Some folks accuse those of us who reside in Mexico of "being in denial" or "playing down" the recent US media reports of violence. It is not those of us who live here who are in denial of any violence but rather some folks who don't live here who don't understand the nature of everyday life in Mexico. Not just now but as it has been for centuries, and especially here in the state of Guerrero.

While we certainly are a violent country and have been further back than history records, that is simply in keeping with human nature. Mexico in general and Zihuatanejo in particular are no more violent now than they have been for decades, the recently reported deaths of narcos and police notwithstanding. No one minds narcos killing each other off, and many police are also on their payroll, so most folks aren't too alarmed when narco violence affects them.

Many folks from so-called "first-world" countries appear to have been successfully acculturated into believing the society they live in is some kind of "normal order" or "best way of life". What that shows is that they are basically ignoring everyday life in MOST of the rest of the world. We have our problems in Mexico, for sure, but we feel very fortunate in comparison to the sickness and depravation that manifests itself in so many other countries and regions and cultures. We haven't had the frequency or type of really sick crimes that seem to have become commonplace in some more modern industrialized "first-world" cultures. I'm sure somewhere in Mexico we've had a school shooting, but I can't recall it. While in the USA I've lost track of the school shootings, the Ted Bundy's, the John Wayne Gacy's, Son of Sam's, the shooting rampages, the homegrown terrorists, etc. The world has always been a violent place, and humans have always been one of the most extremely and irrationally violent animals. But to us here in Mexico and to many other folks around the world the USA seems to be much more dangerously violent than Mexico. Of course someone will respond "then why is everyone trying so hard to get into the USA?", which is an ethnocentric if not egocentric question. Not everyone is. And the question simply ignores the problem by attempting to dismiss it.

In Mexico the police and military and population at large outnumber the narcos immensely. There isn't ANY way we're going to allow them to cause our government to fall, as has been suggested in some hyped up media reports. What the narcos have done that perhaps we should be thankful for is to demonstrate the urgency in professionalizing and modernizing our police forces, as well as purging them and our government agencies of corrupt elements: a process in which we currently find ourselves and in which substantial progress has been made. Obviously we still have much more work to do in this regard.

We urgently need to purge the criminal elements from our police forces because for as long as most folks can remember too many of our police have been perceived to be criminals with badges, so if there's a lot of killing between police and narcos and corrupt politicians we really aren't too alarmed. We figure the number of bad guys is being reduced. It'll be a while before the police forces earn the trust and confidence of most Mexicans.

The only reason folks abroad are hearing about all this violence now is because the US media has been using fear to sell its "products". And with the economic crisis it is certainly in US interests to keep US tourists spending their money within the US economy.

Apparently many US folks are missing the glaring fact that US "illegal drugs" sales create a multi-billion dollar market with its associated mafias (remember the lessons of Prohibition) that arms itself with weapons also mainly manufactured and sold from the USA. So there is this gigantic incentive to keep those "drugs" illegal because it's good for the military-industrial complex, it's good for police and military budgets, and it's good for various other bureaucratic budgets. It's also good for illegal enrichment by corrupt public servants, and the funding of all kinds of "special interests" from investment development to running black ops to running small governments. It is no accident or coincidence that poppy production increased in Afghanistan after the US and "Coalition" invasion.

The violence in Mexico as reported by the US media has not affected our everyday lives. We have long lived with the spectre of violent crime, sometimes perpetrated by government forces as well as organized criminals, and we have long been accustomed to taking certain precautions to stay safe. Nothing has changed in that regard in recent years, though we are comforted to a certain degree by the increased military presence: something we have been clamoring for for many years.

A No Brainer
Obviously the lessons of Prohibition dictate that Mexico and the USA need to legalize or decriminalize certain "recreational drugs" in order to reduce the violence and diminish the power of organized criminals. If legalization or decriminalization doesn't happen then it will mean the pharmaceutical companies, alcohol companies, and military-industrialists win along with the corrupt public servants on both sides of the border.

It's a no brainer... unless you're brainwashed.

There isn't one person who wants to do "recreational drugs" who is prevented from doing so by laws or "the war on drugs". There is, however, a considerable profit motive for the special interests mentioned above by keeping up the stupid war. And perhaps the best part for them is the more drugs they bust, the more the prices for those drugs go up, the more crimes are committed by junkies and lowlifes to get their drugs, and they cause the very crimes they claim to be combatting, feeding the monster of their own creation, getting more budgets, more kickbacks, and more payoffs.

What gives anyone the right to tell anyone else what they can or can't do with their bodies as long as they don't violate anyone else's rights? Is not the USA a nation based on the concept of personal liberty? What's up with that?

Mexicans who provide what the market demands are entrepreneurs. It's a multi-billion dollar a year market that is stupid for a country with so much poverty as Mexico to simply overlook and pass up on. Narco money has allowed many forgotten and impoverished regions of Mexico and other Latin American countries to prosper. Heck, it's done a lot of good in the good ol' US of A, too where it's helped families who deal a little dope on the side to make ends meet and put food on the table and put kids through college! It's time to take this lemon and make lemonade.

Interad SA de CV Threatens Guamilule Residents

The goons working for Interad SA de CV who have been harassing the Garibo Vargas family of Barra de Potosí, owners of the property at Cerro de Guamilule that Interad is allegedly trying to steal via payoffs to corrupt public servants, have now threatened the life of María Isabel Garibo. María Isabel filed a formal complaint with local authorities after one of Interad's contracted workers told her "ya no van a ser autoridades, sino sicarios quienes los van a sacar de ahí" - "now it's not going to be authorities, but instead hitmen who are going to get you all out of there."

Just last week goons working for Interad vandalized with impunity a building on the hillside of Cerro de Guamilule that watchmen and workers of the Garibo Vargas family use. They also tore down a sign belonging to the Garibo Vargas family. Once again the absence of the municipal police of Petatlán and their failure to do anything spoke volumes of the complicity of influential public servants.

The land title papers presented in court by Interad SA de CV have already been demonstrated to be completely false, yet they have been allowed to continue their malevolent presence on the property.

With tears on her cheeks and with her voice breaking María recounted recently the history of abuses she and her family have been suffering for about a year and a half now at the hands of the criminals of Interad. She appealed to the public for support and to the "responsible authorities" to do their lawful jobs. Her home has been burned down, other buildings on her property have been ransacked and destroyed, property fences have been torn down, grazing fields have been burned, and she has suffered a constant barrage of threats all allegedly attributed to Interad.

Yet the state of Guerrero continues being a lawless region where injustice and impunity are everyday occurrences and it seems that almost no authority or public servant ever does anything that does not benefit them personally. The Governor of Guerrero, Zeferino Torreblanca Galindo, seems to be going out of his way to permit land theft and ecocide by developers.

Even in Zihuatanejo the state-run trust known as Fibazi immediately took advantage of an allegedly illegal zoning change backed by the state that allowed tens of thousands of squatters to steal lands in exchange for votes for Torreblanca's party. Fibazi, who had no reason to exist since there were no more public lands for sale, all of a sudden saw a goldmine for the taking, and without any local consultation and ignoring the wishes of locals to preserve their hillsides as well as the lack of water and infrastructure, they began building new roads along La Ropa's hillsides and selling lands there that had recently lost their legal protection as "ecological zones". Since there is no such thing as real accountability or transparency in Guerrero's government, current Fibazi personnel stand to make small personal fortunes, even after the obligatory kickbacks to their superiors.

Land theft, corruption, injustice and impunity have come to be synonymous with Guerrero's state government, and they have worsened since the PRD won the governorship. By impoverishing the residents they have allowed rich and influential individuals and organizations to have free reign to do as they please with very little opposition. Often the opposition is threatened with violence or worse, as in the recent incident where indigenous na savi leaders, Raul Lucas and Manuel Ponce, were picked up by police only to turn up dead days later after having been tortured first.

The local community in Barra de Potosí and Zihuatanejo overwhelmingly support the Garibo Vargas family in the dispute for the land at Cerro de Guamilule. If anything should happen to their personal safety we WILL hold Interad responsible and the government accountable.

Tales of Guerrero

Although it is the birthplace of Mexico's independence as well as its Constitution, Guerrero is a state that has long been under seige by ruthless caciques who apparently enjoy protection by elements within the military as well as all levels of government. To understand Guerrero it is essential to be aware of the suffering and injustice many of its communities live under. The ordeal of Javier Torres Cruz as well as his family and the entire community of La Morena in the remote sierra of Petatlán where he lives is one of those tales.

Last December 22 one of our regional newspapers, "La Jornada", published three enlightening articles about the recent 10-day ordeal, torture and eventual escape of Javier Torres from the soldiers and paramilitaries allegedly working for the ex-mayor of Petatlán as well as the terror his village has been subjected to for over 30 years. If you want to begin to understand our region of Guerrero, this is one of its typical and revealing stories repeated similarly throughout the state in other communities. For all the time that Zihuatanejo and Ixtapa have been mass marketed as tourist resorts, all this has been going on to the ignorance of most of the region's visitors. Nothing fundamental has changed here except the facility with which information can now be diffused and accessed. The following articles in Spanish represent just a small part of the many tales of Guerrero.

Terror en la Sierra de Petatlán

En la sierra de Petatlán en la comunidad de La Morena viven familias humildes que han sido víctimas de la violencia y el acoso del ex-presidente municipal de Petatlán y ex-presidente de la Asociación de Ganaderos de Guerrero Rogaciano Alba Álvarez, quien se ha vinculado con varios actos de narcoviolencia en la entidad. Unos de los hombres de esta comunidad son campesinos ecologistas quienes han denunciado a Rogaciano Alba por el asesinato de sus familiares igual que por el asesinato de la abogada defensora Digna Ochoa. El siguiente artículo apareció en el periódico El Sur de Acapulco el día 24 de Noviembre, 2008.

Ametralladoras apuntando a las casas, soldados cerrojeando rifles, amenazas de llevarse a los niños, en La Morena

Cinco mujeres que viven en La Morena, en la sierra de Petatlán, cuentan que la madrugada del 13 de noviembre entraron tropas del Ejército y civiles armados, que buscaban armas y a sus esposos, y que maltrataron a los niños y a ellas, se robaron objetos de valor, amenazaron con llevárselas y con matar a todos, mientras apuntaban metralletas hacia las casas. Vivieron siete horas de terror, hasta que los militares se fueron. Cinco días después llegaron policías del estado, según ellos para investigar la denuncia de las familias, que ya se había publicado.

Las mujeres fueron entrevistadas por visitadores del Colectivo contra la Tortura y la Impunidad, organismo no gubernamental que envió observadores a esa comunidad, y que hará llegar los testimonios y las quejas a la Comisión Nacional de Derechos Humanos (CNDH), y proporcionó una copia de las grabaciones a este diario.

Las mujeres entrevistadas piden que los soldados no vuelvan, no quieren sentir más el miedo por ver frente a su casa un vehículo artillado apuntando hacia donde están ellas con los niños, y soldados encapuchados con uniformes camuflados preguntando por los padres de familia de esta comunidad, principalmente los hermanos Javier, Felipe y Alejandro Torres Cruz, y amenazando con meterse a las casas.

Una de las mujeres, de 24 años de edad, Adela Mojica Villa, esposa de Javier Torres Cruz, que está embarazada, tuvo síntomas de peligro de aborto por el miedo que sufrió durante las horas que estuvieron los militares rodeando su casa, y que hizo que el martes 18, cuando oyó otra vez el ruido de carros que se acercaban al pueblo y pensó que eran nuevamente militares, salió corriendo, caminando por el monte con sus cinco hijos, uno de ellos en brazos, para refugiarse en otra comunidad.

Luz María Sánchez, de 22 años, cuenta que los soldados se metieron a su casa supuestamente para buscar armas, y aventaron un colchón con todo y un niño que estaba ahí acostado, que sufrió fuertes golpes al caer al suelo. No se sabe hasta ahora el motivo de la irrupción de unos 100 efectivos militares la madrugada del jueves 13 de noviembre, que según los testimonios de las mujeres iban acompañados por civiles armados del grupo del ex presidente municipal de Petatlán, Rogaciano Alba Álvarez. Pero informan que los soldados preguntaban por armas, y supuestamente las buscaban con un aparato detector, mostraron un uniforme tipo militar y dijeron que lo usan los hombres de la familia Torres, a quienes pretendían llevarse detenidos, pero no los encontraron.

Los Torres de La Morena han aparecido en publicaciones en los medios, por denuncias que han hecho contra militares y contra Rogaciano Alba Álvarez, a quien acusan del asesinato de dos de los hermanos. En septiembre de 2007, Javier Torres Cruz y su tío Isaías Torres Rosas presentaron en la Procuraduría General de Justicia del DF una denuncia con base en el relato de uno de los pistoleros de Rogaciano Alba quien dijo que él envió a tres sicarios que mataron a la abogada Digna Ochoa en la ciudad de México el 19 de octubre de 2001. Con esta denuncia la Procuraduría del DF reabrió el expediente y según información publicada en medios naionales citará a Rogaciano Alba. Desde que se informó de esa denuncia, los Torres de La Morena han recibido amenazas de que Rogaciano Alba reunió a sicarios para acabar con las familias de este poblado. Pero entre las mujeres de esta comunidad prevalece la idea de que Rogaciano Alba contrató a los soldados para que fueran a detener o a matar a los hombres, y que el fondo del conflicto es que los Torres son ecologistas que defienden los bosques, y no se someten a los dictados de Rogaciano Alba, quien ha sido señalado por sus vínculos con el narcotráfico.

Por otra parte, en el periódico La Jornada de Guerrero se publicó este domingo que según informes oficiales del gobierno estatal, los militares entraron a La Morena en operaciones contra la guerrilla, supuestamente en busca del comandante Ramiro del Ejército Revolucionario del Pueblo Insurgente (ERPI).

Me pusieron la ametralladora enfrente de mi casa

Martha Elba Cruz Márquez, de 50 años, madre de los jóvenes a quienes buscaban los soldados, contó que los soldados llegaron antes del amanecer del jueves 13, unos soldados llegaron caminando, y 15 minutos después llegaron los carros.

"Eran las 5 de la mañana cuando llegó el gobierno aquí, tenían las casas rodeadas, aluzándonos por encima de las tejas, por encima de las paredes. Llegaron con ocho carros, me pisieron la ametralladora enfrente de mi casa, enfrente de la puerta, y los soldados queriéndose meter a mi casa.“Unos venían encapuchados, otros no; otros traían capucha como de franela y otros de tela delgadita verde, nada más con los puros ojos destapados y unas rajaditas en las narices, y uno de esos se quería meter a mi casa a la fuerza, que si no me quitaba de la puerta me iba a golpear para meterse a mi casa, y ya cuando quisimos nosotros salir vimos que andaban adentro de las casas que están solas, se metieron sin avisar.

"Porque un día antes fuimos a cobrar Oportunidades (el programa federal de asistencia a las familias pobres), y por eso se quedaron todas las mujeres y los niños en una casa, por eso cuando fueron a ver a su casa, ya los soldados habían hecho tiradero, les robaron sus documentos personales, una motosierra, calzado, dinero, alhajas, ropa de bebé, me quitaron a mí un chalequito de un bebé, que era mi nietito, y se lo llevaron.

"Y yo hablé con el mayor Rojas Méndez, y me dijo que si yo ponía la demanda me iba a ir más mal a mí que a él. Yo les pedí que me entregaran los documentos personales, que sacaron de las casas de los vecinos, les robaron sus boletas de nacimiento, actas de matrimonio, el papel del seguro, todos esos papeles les robaron."

–¿Cómo eran los efectivos que usted vio? –le pregunta el entrevistador del Colectivo contra la Tortura.

–"Era gobierno verde y era un gobierno vestio de negro y gentes civiles, porque traían una camioneta pickup llena de gente armada porque es conocida la gente sierreña, pura gente de Rogaciano traían ahí, y traían una mujer güera, pelo rubio, se quedó con el carro con la ametralladora aquí enfrente de mi casa con un soldado.

"El jueves cayeron los militares, yo pienso que era como unos 40 de verde y de negro como unos 15 y de los civiles venía llena la camionetita, eran como unos 10 gentes armadas. Nos rodearon la casa, no nos dejaban un espacio para ir a hacer el baño, estaban rodeadas las casas, con puras mujeres y niños adentro. Agarraron a un niño, que mandé a que fuera a soltar un becerrito, de 8 años, me lo agarraron de la mano queriéndoselo llevar, espantando a los niños, que nos iban a matar, que por eso venían con ametralladoras. Y los niños se asustaron y las mujeres, una mujer embarazada quería abortar porque se asustó, tiene dolores porque dice que se espantó mucho, y los culpables son ellos porque llegaron cuando estaba oscuro y asustando a la gente, todos los niños gritando de miedo, muchos carros y mucho gobierno, los niños decían que los guachos (soldados) nos van a llevar. Y las mujeres nos espantamos, y diciendo que nos iban a llevar a todas, preguntando por los esposos, por mis hijos, y por mi esposo."

Según la información difundida por la familia Torres, al día siguiente regresaron los civiles armados. Martha Elba Cruz dice que ya no los vió pero los oía. "Al siguiente día vinieron más. Nos dió miedo y por eso no los vimos, nada más oíamos los pasos y los golpes en las puertas donde se metieron. Era mucha gente encapuchada, tal vez se quedaron los civiles que llegaron un día antes con los soldados. Ya lo que hicimos, atrancamos las puertas y nos quedamos serios."

–¿El martes 18 vinieron nuevamente?

–"Volvieron a venir, dijeron que era policía del estado y que venían a resguardarnos, que los mandó el gobernador Zeferino Torreblanca. No nos maltrataron nada. De aquí llegaron a la casa de Anselmo Torres, entonces con sus nueras me mandó llamar, y me dijo que les ensañara las casas donde se metió el gobierno, y le enseñé las casas, todas desbaratadas, todo el tiradero y todos los papeles que se llevaron, alhajas, dinero, calzado, ropa, motosierra. Vino el coordinador operativo de la Costa Grande, capitán Dario de la Rosa Segura."

–Qué buscaban los militares?

–"Me dijeron que iban a estar viniendo seguido hasta que encontraran a los dueños de las casas, que hasta entonces se iban a retirar de aquí. Entonces yo lo que pido es que no venga el gobierno, porque los niños se espantan, al oír que preguntaban por su papá. No queremos ya que venga el gobierno, porque el gobierno nos ponía las armas enfrente, que si no salían los hombres que nos iban a tirar, que nos iban a tirar un granadazo para dentro de la casa, por eso aluzaban, yo me asustaba porque el señor le movía y le movía, yo ya esperaba que nos despedazaran a todos con los niños, era una ametralladora que traen arriba de un carro, y su ristra de tiros. Y tratándonos mal a nosotros, nos humillaban, que nos iban a llevar, que si no les entregaba a mis hijos que me iban a llevar a mí."

–¿Porqué cree qusted que buscan a sus hijos?

–"Los persiguen porque ellos defienden los bosques, porque ellos son ecologistas, y por eso los persigue el gobierno y Rogaciano, por ese mismo motivo que son ecologistas."

Se llevaron todos los documentos de la familia

Adela Mojica Villa, de 24 años, madre de cinco niños, esposa de Javier Torres Cruz, enuncia que el 13 de noviembre "cayó el gobierno, nos amenazaron, aluzaron a las casas y robaron cosas, y yo no quería salir pero se llevaron todos mis documentos, todos los de mis hijos, boletas de bautismo, actas de nacimiento, registros, mi papel del seguro mío y de mi esposo y de mis hijos. Era el gobierno militar. Venían pintos, con capuchas, con chalecos y nos ponían los carros con ametralladoras enfrente de las puertas y los niños lloraban y querían correr, y con miedo, nos atemorizaron."

–¿Qué buscaban?

–"Me preguntaron por mi esposo, Javier Torres. Él se dedica a cuidar los montes." (presentó en la Procuraduría del DF la denuncia contra Rogaciano Alba por el asesinato de la abogada Digna Ochoa).

"A mí me robaron una motosierra marca Stil, número 6500, una cámara con tres rollos tomados, papel de baño, tres cargadores de celular, un botiquín, papeles, tenía una caja de ampolletas, botes de Maalox, se llevaron una anestesia para entumir, unas botas de mi esposo."

El martes 18 de noviembre, cuando llegaron policías del estado, Adela Mojica se atemorizó y huyó con sus cinco hijos. "Yo estaba en el río lavando, yo me fui a correr con mis niños. Yo pienso que me pueden agarrar a los niños, porque han dicho que si no agarran a mi esposo que me van a agarrar a mí o algún niño. Tengo ocho meses de embarazo, me empezó a doler mi estómago, me duelen las caderas, porque corrí con mi niño en brazos, como mis hijos no pueden caminar recio porque están chiquitos, tuve miedo de que nos agarraran en el camino."

Buscaban armas con un detector

Bertha Ortiz Valdovinos, de 27 años, madre de cinco niños, cuenta que los soldados "llegaron rodeando las casas, nosotros nos asustamos, esperamos a que amaneciera bien para poder abrir las puertas, nomás oíamos que los perros ladraban. Cuando amaneció llegaron a la casas a preguntar que si teníamos armas, pasaban con una cosa, unos fierros, por fuera de la casa, en el patio, decían que ese fierro marcaba armas, que se las entregara. Yo le dije que no teníamos armas, que qué les iba a entregar, y ellos estaban pide y pide las armas. Ellos dijeron que sí tenémos y que teníamos a los maridos escondidos en las casas, debajo de las camas.

"Preguntaban por mi esposo, que sí estaba, que no lo quería entregar. Les dije que si querían meterse que se metieran, que nomás me entregaran la orden de cateo. Ahí siguieron. Me dijeron que si no entregábamos algo, del delito que fuera, que nos iba a ir mal y que hasta se podían llevar a una de todas, y que ellos lo sentían por los niños, a güevo querían que le entregara armas o lo que hubiera. Yo les dije, cómo quieren que les entregue armas si no tenemos. Tomaron fotos a la casa. Tardaron como una hora y media en mi casa."

Traían un uniforme como de soldado y decían que esos los usaban los esposos de nosotras

Luz María Sánchez Santos, de 22 años, con cuatro hijos, cuenta que el día 13 a las 5 de la madrugada "vinieron los militares, el Ejército mexicano y nos asustaron mucho, y rodearon las casas y se oía que cerrojeaban las armas y los niños adentro todos asustados lloraban, y nos decían que si ya nos iba a matar o qué iba a pasar. Cerrojeaban los rifles, los perros ladraban fierísimo y se oía que golpeaban algo afuera, se oyó que empujaron la puerta de un cartito que está solo. Oíamos que llegaban carros y carros.

"Esperamos a que amaneciera y vimos que eran soldados, casi todos venían tapados de la cara, y había unos que traían paño. Y nosotros le poníamos cuidado a la cara y nos decían groserías, que bajáramos la vista, que no teníamos porqué verlos a la cara.

"Después nos preguntaban dónde estaban los maridos. No estaban. Nos decían que no se hagan pendejas, hablaban muy mal, les dijimos que si querían ver que se metieran, nomás que nos enseñaran la orden. Y sí se metieron, y traían un uniforme como de soldado, y decían que esos uniformes los usaban los esposos de nosotros. Yo nunca había visto una ropa de esas en mi casa, ellos la traían y decían que ellos aquí la usaban y que tenían armas, y no es cierto.

"Nos asustaron, nos amenazaban que si no entregábamos armas y todas las cosas que nos iban a llevar. Uno me dio un empujón porque yo le dije que no había nada. Se metieron y estaba un niño en la cama, y decían que debajo de los colchones de la cama podía haber armas, y aventaron el colchón al suelo con todo y niño, y ya pero no encontraron nada."

Amenazaban de que se iban a llevar a los niños

Antonia Villa Valle, de 30 años, con 7 hijos, dijo que "vino el gobierno, llegó a las 5 de la madrugada, asustando a los niños, cerrojeando las armas, nos hablaban golpeado, que dónde estaban los maridos, que estaban allá adentro. Y traían un aparato, que para sacar armas de las casas, que les entregáramos las armas si no nos iban a llevar a nosotras y asustando a los niños y les decían que se los iban a llevar. Venían de verde, encapuchados, con trajes pintos.

"Pedimos que el gobierno ya no venga a perjudicar y a espantar a la gente de los pueblos. No sé por qué buscan a mi esposo, él no es culpabe de nada."

Zihuatanejo's Neighbors Under Attack

Well, it's begun. Developers are trying to run off locals to build a megaproject and a marina at La Barra de Potosí, apparently with the collusion of corrupt officials, allegedly including Petatlán's mayor. They are using some dirty tactics indeed, twice destroying the house of the family who owns the land the developer is trying to steal. Marines and police were called to the site on August 7th of this year to prevent a violent confrontation between workers for the crooked developer (the same one who last year tried to pay Zihuatanejo fishermen to leave the Laguna Las Salinas in Zihuatanejo in order to build a marina) and ejiditarios of La Barra who were trying to unblock an access the workers were blocking along the federal zone. The police from Petatlán refused to assist the local residents to uphold the law and instead protected the lawbreakers so they could continue their work: the theft of land and the destruction of the ecology.

The developer allegedly acquired bogus land titles to the Cerro de Huamilule property that originated from a former employee of the Secretaría de la Reforma Agraria (SRA) named Raúl Mendoza Benalonso, now deceased, but apparently his son is carrying on with the fraud. It appears to be a complicated legal affair, but the attacks against the Garibo Vargas family and the determination of locals to protect their neighbors is fairly simple and straightforward. The developers have resorted to well-known tactics used by people who believe they are influential due to the collusion of corrupt "public servants". It's an old story but the same one that incited a revolution here almost 100 years ago.

This fight is far from over, but hopefully the crooked developers and corrupt officials will be exposed and punished before any more damage is done or anyone gets seriously hurt or worse. The folks at La Barra can certainly count on the support of their amigos here in Zihuatanejo!


Ecocide and Destruction of Mangroves

It's been reported that the construction crew for the business Desarrolladora Interad, SA de CV, whose lawyer is Pedro Olea Bracamontes and whose architect overseeing the workers is Roberto Mario Guala from Argentina, are in the process of destroying mangroves and filling in a section of the Laguna de Potosí to build a road to the property they are allegedly trying to steal from the Garibo Vargas family. The "authorities responsible" for upholding the federal environmental laws that are supposed to protect mangroves have remained notoriously absent and silent and have thus far allowed the destruction in spite of all the local publicity this issue has received. Quite to the contrary, the local Petatlán tourist police have allegedly been protecting the workers of the person trying to steal the land.

The inspector from PROFEPA (the federal environmental prosecutor) showed up on Monday, August 18th at La Barra and bore witness to the destruction of mangroves and other species as well as the filling in of an area of the lagoon that affects the natural flow of water. Sr. Justo Villa Villa said that, after the initial investigation and report by his office, it is probable that the case will be turned over to the PGR (the federal attorney general's office) for prosecution.

Profepa has been contacted by the locals in La Barra and visited the site yesterday. They observed the damage and interviewed a worker confirming who the responsible parties are.

Profepa announced that their visit confirmed that the developers have in fact destroyed protected mangroves with the building of the tepetate road (500 meters done). They have also mentioned that apparently no Environmental Impact Report exists (necessary before such a road should be even begun even if they had legal possession of the land involved which they don't by the way) and that this would be difficult to obtain given the law protecting the mangroves.

As reported in El SUR de Acapulco, Profepa says they will initiate the corresponding administrative proceeding and that if this action reveals a criminal situation that they will denounce the development company (Pedro Olea Bracamontes as representative and Roberto Mario Guala known as the Architect [head] of the firm Desarrolladora Interad, SA de CV) to the PGR (corresponding to the Attorney General's office in the USA).

Let's hope this can produce some action quickly to stop them now from doing any more damage.

Meanwhile the community is working against this in various ways including forging contacts for help from the outside with environmental activists on Regional and Federal level.

Since the government at all levels has so far failed to do their job and has instead allowed lawlessness to fill in the vacuum of their absence, local ejiditarios have taken machetes in hand in defense of their neighbor's property and have vowed that blood will flow if the government continues allowing this injustice to take place.

It saddens me immensely that this is happening to what should be such a peaceful community undisturbed by lawlessness, rapacious greed or corruption. When "progress" destroys communities and ruins lives then it is not the progress we seek, and in this region of Guerrero it will only foment more animosity against authority and the perceived members of the social class seen as responsible for the injustice.
