Ciudadanos honestos contra intereses corruptos

Esta historia de la corrupción para hostigar la familia Garibo Vargas parece no tener fin, y así es la historia de la corrupción en Guerrero. Pero en lugar de hacer lo correcto, las autoridades una vez más demuestran su complicidad y hacen caso omiso a su deber, y ahora ellos no dejan otra opción a los residentes más que unirse en oposición a la corrupción y la prepotencia de los influyentes y los dizque servidores públicos. Publicidad de esta clase nos puede ahuyentar a los turistas e inversionistas, pero por lo menos nos deja nuestra dignidad, una cualidad aparentamente ausente en las personas e instituciones responsables por permitir que esta situación sigue. Como comunidad no podemos permitir que ni unos corruptos del gobierno ni unos influyentes avariciosos nos perjudiquen nuestro patrimonio. Por eso nos sentimos obligados los buenos ciudadanos a unir esfuerzos en oposición a los ramos del gobierno no representativos que parecen trabajar en contubernio con intereses particulares sin escrúpelos en contra del bienestar social de nuestras comunidades.

Integrantes del Movimiento del Pueblo por la Defensa de la Bahía de Zihuatanejo y Barra de Potosí, se solidarizaron este domingo con la familia Garibo Vargas, posesionaria del cerro del Guamilule, a quienes le refrendaron su apoyo en la lucha legal que enfrentan contra un presunto propietario del cerro que abarca 148 hectáreas de tierra con vocación turística en la comunidad Barra de Potosí del municipio de Petatlán.

Durante la asamblea dominical de información que llevan a cabo los pescadores ribereños y de pesca deportiva, lancheros, comerciantes y ambientalistas para dar a conocer los avances respecto a las acciones que desde enero de este año han emprendido para exigir a la Secretaría de Comunicaciones y Transportes (SCT) que revoque la concesión que por 25 años le otorgó al Fondo Nacional de Turismo (Fonatur) para administrar y aprovechar el recinto portuario de Zihuatanejo y sus aguas adyacentes incluidas mil 500 hectáreas de tierra y agua en Barra de Potosí, María Isabel Garibo Vargas pidió el apoyo del Movimiento en la lucha desigual que han emprendido contra los supuestos dueños del cerro.

Acompañada por sus hijos, así como por parte de sus 11 hermanos, Garibo explicó que “desgraciadamente somos pobres y por eso esa gente no nos deja vivir en paz, ya nos han destruido nuestra casa en el cerro en más de tres ocasiones, ahora tenemos una nueva demanda y aunque estamos amparados mi esposo y yo, tenemos miedo de que el dinero de esta gente pueda más y compre a la justicia”. “Estamos muy desgastados, tanto anímica como económicamente, por eso estamos aquí, para pedirles a todos ustedes su solidaridad”.

Luego, hizo uso de la palabra, la representante de la Red de Organizaciones y Grupos Ambientalistas de Zihuatanejo (ROGAZ), Obdulia Balderas Sánchez, quien a grandes rasgos contó la historia de la familia Garibo Vargas desde que en 1961 llegaron a posesionarse del cerro del Guamilule, “tienen sus documentos que así lo acreditan, ellos han estado en ese cerro produciendo pasto, árboles frutales, casas, han vivido allí por mucho tiempo, ahora les llegan con unas escrituras apócrifas de 2004”.

Dijo que el cerro no es un terreno urbanizado “para que de pronto surjan escrituras apócrifas y pese a que están amparados, los ficharon como si fueran criminales por el único delito de estar defendiendo lo que por derecho les pertenece, si a ellos que tienen documentación que los reconoce en la Secretaría de la Reforma Agraria como poseedores, los están tratando así, fíjense cómo los van a sacar a ustedes los pescadores, los que toda la vida han vivido de la bahía de Zihuatanejo”.

Más adelante, tomó la palabra el presidente de la cooperativa Atuneros, Elio Orbe Solís, sostuvo que “estas injusticias por parte del gobierno tanto federal, estatal y municipal no los podemos tolerar cuando están pasando por encima de los intereses de la ciudadanía; se supone que el Estado está para proteger a los intereses del pueblo, se supone que esas son las garantías que debemos de tener de quienes están al frente en el gobierno”.

“Desgraciadamente no es así no porque las leyes así lo marquen sino porque hay mentes muy distorsionadas y lo único que quieren es el beneficio propio, el beneficio económico, así como están haciendo con la familia Garibo en el cerro del Guamilule, así mismo quieren hacer con nosotros aquí”.

Antes, el líder pesquero Florentino Zavala Clímaco, informó que una comisión de seis personas acudirá el martes de esta semana a la ciudad de México para reunirse con los presidentes de las Comisiones de Comunicaciones y Transportes del Senado y de la Cámara de Diputados del Congreso de la Unión, encuentro que fue concertado por el alcalde de este municipio, Alejandro Bravo Abarca, “llevamos la única exigencia que es la revocación de la concesión a Fonatur”.

También dijo que el viernes de esta semana estará en este puerto el diputado federal perredista Armando Ríos Piter quien tendrá una reunión con todos los pescadores y demás opositores al proyecto de Fonatur, “vamos a llamar a cuentas al señor diputado pues nos ha dejado solos en el movimiento”, advirtieron.

Corruption Grows over Guamilule

Interad goons destroy house for 3rd time

On the evening of Saturday April 18th thugs apparently working for the developer Interad S.A. de C.V. once again destroyed a small house located on property of the Garibo Vargas family at Cerro de Guamilule. This is the third time this has happened, yet the "responsible authorities" have so far done absolutely nothing even though the previous crimes were properly reported and various witnesses have attested whom they saw carrying them out. María Isabel Garibo Vargas reported the most recent crime and commented that in the absence of proper actions by the "responsible authorities" she is concerned what the response will be by her male family members since they certainly cannot be expected to sit on their hands and do nothing in the face of such cowardly criminal acts repeatedly committed against their family while the police and justice system do absolutely nothing.

Interad S.A. de C.V. has been trying for about two years to threaten and intimidate María Isabel and her family to abandon their property at Cerro de Guamilule that they have owned for generations. Interad allegedly obtained phony property title documents from a now deceased corrupt public official and for a hefty payment were allowed by the corrupt ex-mayor of Petatlán to use them to register in the Registro Agrario Nacional. There are so many problems with this case that it can only have gotten this far with the complicity of corrupt public officials. Nevertheless, the local community will not allow irresponsible and corrupt government officials to permit Interad to get away with this.

María Isabel named the Argentinian representative of Interad Roberto Mario Guala as well as Pedro Olea Bracamontes as alleged intellectual authors of the crimes, and thanks to the cooperation of numerous witnesses she further alleges that the recent destruction of her family's property was carried out by Interad's goons Aurelio Uribe Sánchez and Glodove Ríos Rumboand.

The Garibo Vargas family has the solid support of numerous local organizations and many local residents including my family. We will not stand idly by and watch corruption and injustice carried out with impunity against this humble and poor family. Those days are over. I have already received crazy e-mails from Interad representatives Pedro Olea B. and José M. Rodríguez. They have no idea what fires they have stoked that will most assuredly come back to burn them.

Police official lies about his identity in visit to Garibo Vargas home

On Friday May 8th, 2009 around noon the recently appointed regional commander for the Policía Investigadora Ministerial (PIM), Ricardo Camacho Mondragón, and another unnamed individual presented themselves at the home of María Isabel Garibo Vargas asking for her and her husband, claiming they were inspectors for the Secretaría de la Reforma Agraria. Fortunately María Isabel and her husband, who have had their house at Cerro de Guamilule in Barra de Potosí burned once and destroyed two other times by workers for Interad S.A. de C.V., were not home. The phony "inspector" left his name, and after making inquiries the family discovered his true identity. The Garibo Vargas family own the land at Cerro de Guamilule that Interad is attempting to steal with the assistance of corrupt "public servants" in the municipal government of Petatlán, in the state government of Guerrero, and in the federal government.

Due to the threats and harassment by Interad and its representatives, the Argentinian "businessman" Roberto Guala and his sidekicks Aurelio Uribe Sánchez and Pedro Olea Bracamontes, the Garibo Vargas family had to change residences a year and half ago.

Various groups who are supporting the Garibo Vargas family such as the Coordinadora de Organizaciones y Movimientos Sociales de Guerrero (COMSG), the Red de Organizacones Ambientalistas de Zihuatanejo (ROGAZ), the Taller de Desarrollo Comunitario (Tadeco), and the Coordinadora Estatal de Trabajadores de la Educación de Guerrero (CETEG) have vociferously denounced the "reprehensible harassment" of coastal communities who oppose being evicted for "tourist megaprojects" so that the rich can relax and entertain themselves (a battle we appear to have already lost in Zihuatanejo as evidenced by the ongoing development on our bayside hills that were supposed to be preserved as ecological zones until their zoning was changed by the administration of Amador Campos much to the continuing dismay of Zihuatanejo's long-time residents).

The statement issued by the COMSG blames the mayor of Petatlán, Albino Lacunza Santos, and the state government of Zeferino Torreblanca for giving protection to "irregular" tourist projects and for not doing their jobs to punish Interad and prevent them from committing acts of violence, terrorism and land theft.

While its occupant was celebrating Mother's Day, the goons of Desarrolladora Interad S.A. de C.V. allegedly destroyed for the 4th occasion the house belonging to the Garibo Vargas family located on the Cerro de Guamilule at Barra de Potosí in the municipio de Petatlán. This is the same house they allegedly destroyed about 20 days previous that was in the process of being rebuilt.

And as usual the police shine brightly for their absence as do the "responsible authorities" for their lack of any action to protect the Garibo Vargas or settle the dispute according to the law.

When María Isabel Garibo Vargas went to report the previous crime to the Ministerio Público in Petatlán they refused to receive her. Since then she also received a visit from the recently appointed regional commander of the Policía Investigadora Ministerial (PIM), Ricardo Camacho Mondragón pretending to be an inspector from the Secretaría de la Reforma Agraria (SRA), the same dependency from where allegedly a now deceased corrupt former worker, Raúl Mendoza Benalonso, originally sold Interad the phony property titles they hold.

As long as this type of corruption is allowed to continue no property owner in Guerrero is safe from corrupt public servants and the people who fill their pockets with money, whether they be narcos, "businessmen" or corporations.

Reza conocido refrán: con dinero baila el perro. Y sin dinero bailas como perro. Es lo que les está sucediendo a los pescadores de Barra de Potosí, mi estimado amigo; les ha llovido sobre mojado a estos cooperativistas. Los representantes de la empresa Interad SA de CV, Roberto Mario Guala y Pedro Olea Bracamontes, invitaron a estos humildes hombres del mar a una plática para notificarles que la empresa ya es dueña de la concesión de esa hermosa barra; que, con la pena, pero tendrán que salirse; ya no podrán seguir pescando en ese lugar, pues ese es un proyecto millonario que no puede incluirlos a ellos. Qué maravillosos empresarios. Bueno, eso usted lo sabe: cuando una empresa privada compra playa olvídese de que podrá volver a entrar a ella. Vea a Ixtapa, ¿cuándo imaginó que ya no lo dejarían disfrutar de ese maravilloso lugar? Estas empresas adineradas privatizan todo; después ni siquiera se puede uno asomar a sus lujosos edificios, mucho menos disfrutar la playa. Los empresarios comenzaron a hacerles propuestas a estos hombres del mar: que les pondrán una escuela de inglés para sus hijos, que cuando construyan sus chocitas de millones de dolarucos podrán trabajar ahí… Falso, señores, jamás aceptarán a esas personas en sus lujosas residencias. No mientan, es el primer factor que deben cuidar si quieren quedar en buenos términos con los pescadores; nunca van a emplear a estos señores simplemente porque no llenan los requisitos que ustedes necesitan; sus empresas millonarias son de lujo. Lo importante fue que estos empresarios propusieron a los pescadores que pueden quedarse hasta con 60 metros para anclar sus lanchas (no se hayan quedado pobres, señores), no sin antes advertirles que después de que construyan su marina ya no podrán estar ahí. Obvio, cómo creen que habrá lanchas baratas, apestosas a pescado, en una marina de ricos donde sólo habrá yates supermillonarios; además, dónde piensan pescar; desde el momento en que se dice privado termina todo, no hay vuelta de hoja. La Barra de Potosí tiene nuevos dueños, es una empresa llamada Interad, se ponga de cabeza quien sea; no hay nada que hacer, señores del mar; sólo que les faltara un sentido a los empresarios para dejar que les echen abajo su proyecto millonario. No piensen que este delicado problema será fácil de resolver, señores, tienen un grave problema; el gobierno y la empresa deben ser muy cautelosos al tomar decisiones contra estos pescadores. Es verdad que el dinero mueve montañas, pero a veces es el peor enemigo también, nos traiciona de manera criminal. No querrán tener en ese lugar maravilloso cuevas de delincuentes; si te quitan tu fuente de empleo haces lo que sea para llevar el pan a tus hijos. No es posible que sigamos retrocediendo de esta manera cuando debemos ir hacia adelante. Es lo único que nos falta, mi estimado amigo, que estemos como los hacendados: comiendo tortilla con sal estando el zarzo lleno de queso, no puede ser. Estos pescadores tuvieron la fortuna de disfrutar, cuidar, por años esa maravillosa playa, y ahora tienen que abandonarla sólo porque no tienen dinero para pagar una concesión que les pertenece por antigüedad. Digo, eso pienso yo, perdóneme si estoy equivocada. Claro que se le deben las puertas a la iniciativa privada, es una manera de que la economía de nuestro pueblo crezca, pero lo deben hacer sin destruir ni pisotear a nadie. La pesca es la única fuente de empleo de estas cuatro cooperativas, que en familias son como 200. Están en riesgo de quedarse sin nada, gracias a sus gobiernos nefastos; los funcionarios nunca saben nada, sólo miran los billetes que les dan, qué les importa la gente. Esa ha sido la mayor desgracia de la gente humilde. Ojalá que no se generen tragedias de las cuales tengan que lamentarse. Lo malo, como dice el dicho, es que al perro más flaco se le cargan las pulgas, al jodido siempre le toca la peor parte, es como si se pusiera con Sansón a las patadas. Lo que sí es verdad es la gran diferencia que hace el gobierno entre los ricos y los pobres; no se vale. ¿De qué diablos piensan que van a mantener a sus familias estos hombres del mar, si lo único que saben hacer es precisamente pescar? No jueguen. Lo que sí debe hacer urgentemente el gobierno, junto a estos empresarios, es buscar alternativas sanas para esta gente; no les pueden dar con la punta del pie. Con el poder adquisitivo que estas empresas tienen, deben proponer y cumplir las propuestas. Muchos empresarios no cumplen cuando firman convenios con la gente. Hay muchas cosas que les pueden proponer y que les genere dinero a los hombres del mar: los estanques acuícolas para cultivar tilapia, camarón, huachinango, las especies de la región. Puede ser una alternativa muy buena para estas personas, sólo se requiere disponibilidad de ambos grupos para acceder y cumplir lo pactado. Pueden quedar en buenos términos los empresarios, los pescadores y el mismo gobierno.

Battle at La Barra de Potosí

In the photo above, Marines from the Mexican Armada are called upon to prevent a would-be developer's workers from blocking access to the federal zone as beachgoers look on.

Well, it's begun. Developers are trying to run off locals to build a megaproject and a marina at La Barra de Potosí, apparently with the collusion of corrupt officials, allegedly including Petatlán's mayor. They are using some dirty tactics indeed, twice destroying the house of the family who owns the land the developer is trying to steal. Marines and police were called to the site on August 7th of this year to prevent a violent confrontation between workers for the crooked developer (the same one who last year tried to pay Zihuatanejo fishermen to leave the Laguna Las Salinas in Zihuatanejo in order to build a marina) and ejiditarios of La Barra who were trying to unblock an access the workers were blocking along the federal zone. The police from Petatlán refused to assist the local residents to uphold the law and instead protected the lawbreakers so they could continue their work: the theft of land and the destruction of the ecology.

The developer allegedly acquired bogus land titles to the Cerro de Huamilule property that originated from a former employee of the Secretaría de la Reforma Agraria (SRA) named Raúl Mendoza Benalonso, now deceased, but apparently his son is carrying on with the fraud. It appears to be a complicated legal affair, but the attacks against the Garibo Vargas family and the determination of locals to protect their neighbors is fairly simple and straightforward. The developers have resorted to well-known tactics used by people who believe they are influential due to the collusion of corrupt "public servants". It's an old story but the same one that incited a revolution here almost 100 years ago.

This fight is far from over, but hopefully the crooked developers and corrupt officials will be exposed and punished before any more damage is done or anyone gets seriously hurt or worse. The folks at La Barra can certainly count on the support of their amigos here in Zihuatanejo!

Ecocide and Destruction of Mangroves

It's been reported that the construction crew for the business Desarrolladora Interad, SA de CV, whose lawyer is Pedro Olea Bracamontes and whose architect overseeing the workers is Roberto Mario Guala from Argentina, are in the process of destroying mangroves and filling in a section of the Laguna de Potosí to build a road to the property they are allegedly trying to steal from the Garibo Vargas family. The "authorities responsible" for upholding the federal environmental laws that are supposed to protect mangroves have remained notoriously absent and silent and have thus far allowed the destruction in spite of all the local publicity this issue has received. Quite to the contrary, the local Petatlán tourist police have allegedly been protecting the workers of the person trying to steal the land.

The inspector from PROFEPA (the federal environmental prosecutor) showed up on Monday, August 18th at La Barra and bore witness to the destruction of mangroves and other species as well as the filling in of an area of the lagoon that affects the natural flow of water. Sr. Justo Villa Villa said that, after the initial investigation and report by his office, it is probable that the case will be turned over to the PGR (the federal attorney general's office) for prosecution.

Profepa has been contacted by the locals in La Barra and visited the site yesterday. They observed the damage and interviewed a worker confirming who the responsible parties are.

Profepa announced that their visit confirmed that the developers have in fact destroyed protected mangroves with the building of the tepetate road (500 meters done). They have also mentioned that apparently no Environmental Impact Report exists (necessary before such a road should be even begun even if they had legal possession of the land involved which they don't by the way) and that this would be difficult to obtain given the law protecting the mangroves.

As reported in El SUR de Acapulco, Profepa says they will initiate the corresponding administrative proceeding and that if this action reveals a criminal situation that they will denounce the development company (Pedro Olea Bracamontes as representative and Roberto Mario Guala known as the Architect [head] of the firm Desarrolladora Interad, SA de CV) to the PGR (corresponding to the Attorney General's office in the USA).

Let's hope this can produce some action quickly to stop them now from doing any more damage.

Meanwhile the community is working against this in various ways including forging contacts for help from the outside with environmental activists on Regional and Federal level.

Since the government at all levels has so far failed to do their job and has instead allowed lawlessness to fill in the vacuum of their absence, local ejiditarios have taken machetes in hand in defense of their neighbor's property and have vowed that blood will flow if the government continues allowing this injustice to take place.

It saddens me immensely that this is happening to what should be such a peaceful community undisturbed by lawlessness, rapacious greed or corruption. When "progress" destroys communities and ruins lives then it is not the progress we seek, and in this region of Guerrero it will only foment more animosity against authority and the perceived members of the social class seen as responsible for the injustice.
